Executive Director

As one of the founders of Dayspring, Pamela Talabis has served as the Executive Director since 1997. She has worked with homeless families in Baltimore since 1988 always with a focus on services for children and ensuring a safe, nurturing family. During her time as Executive Director, Dayspring has experienced growth and maintained quality services. 

Management Staff

Vivian Smith-Taylor, A.A.

Vivian has been an integral part of the management team of Dayspring since its inception in 1997. She is the person who folks go to for information. Vivian handles the day to day management of the administrative offices which also includes human resources.

Odette Belcher, M.A.
Head Start Director

Odette came to Dayspring in 1999 as a case manager for the housing program.  In 2000 she became Family Service Coordinator for our first Head Start classroom and was hired as Head Start Director in 2006. Odette is an experienced manager and possesses the qualities that have supported the growth of our Head Start program.

Eleanor Fried
Housing Program Director

Eleanor was hired by Dayspring in July 2012.  She worked for over a month with Tara Doaty,  then Housing Program Director, to ensure a smooth transition into the position.  Eleanor has a wealth of experience from thirteen years at the Women’s Housing Coalition and is committed to the work of helping families who are homeless and in recovery from substance abuse.

Dorothy Critcher, BA
Resource Coordinator

Dorothy was involved with the creation of Dayspring and has served as Resource Coordinator since 1997.  Her expertise and knowledge of community resources, grant writing, and development have been instrumental in the growth and financial stability of Dayspring.
